APAD FAQ: commercial vehicle in Malaysia

Permits & licences

Do I need a goods vehicle permit if my lorry is 7,500 kg BDM or below?

For now, you don’t need an APAD permit for a goods vehicle at 7,500 kg BDM and below if you carry your own goods. Under Ministry of Transport guidelines effective 1 April 2026, a vehicle in this range that carries other parties’ goods for hire is treated as a commercial goods service and needs a Permit A (Pembawa A) from APAD. Anything above 7,500 kg BDM needs an APAD permit.

What’s the difference between permit A, C and KA?

Permit C is for carrying your own goods. Permit A is for carrying other parties’ goods. Permit KA (Kontena) is the permit for container haulage. Eligibility depends on your company’s setup, so contact Dynamic Costa for an assessment. Trucks owned by a subsidiary with a different SSM number are carrying another company’s goods, so they need permit A.

What’s the difference between lesen pengendali and lesen kenderaan?

The lesen pengendali (operator licence) is issued to the company. The lesen kenderaan (permit) is issued to each truck. Prime movers and trailers have separate permits.

Who needs a lesen pengendali?

Any company operating trucks that need an APAD permit. A new company receives its lesen pengendali together with its first approved permit, with no extra step. It’s valid for 2 to 5 years at APAD’s discretion.

Can I operate anywhere in Malaysia?

An APAD licence, including permit C, lets you operate across the whole of Semenanjung Malaysia. Sabah and Sarawak are handled by LPKP.

Is there a vehicle age limit?

Based on recent applications, new permits (STK) for rigids and prime movers have a vehicle age limit of 10 years for Sdn Bhd companies (up to 15 years on appeal) and 25 years for enterprises. Trailers have no age limit.

Can I change the vehicle type on my permit?

No. Jenis kenderaan can no longer be changed. Through ubahsyarat you can still replace the vehicle (ganti kenderaan), change the BDM, change the goods carried, or change accessories such as a tailgate, box or curtainsider.

Do I still need to print my permit?

Yes, the permit must be displayed in the truck. If you lose it, download it again from iSPKP at no extra cost.

iSPKP

What is iSPKP?

APAD’s online licensing portal, introduced around late 2023 and early 2024. New and existing operators must register with company details and a director’s e-KYC verification.

Renewals and approval letters

How early should I renew my lorry permit?

Start 6 months before expiry. Renewal is an online submission and payment, but GPS must be active on all vehicles. Permits without an attached vehicle are renewed individually.

How long is an APAD Surat Kelulusan (SK) valid?

An APAD Surat Kelulusan (SK), issued for an approved ubahsyarat, is valid for 12 months. Based on recent applications, SK extensions are no longer granted, so plan to license your truck within 12 months. If it expires, you reapply.

My Surat Tawaran Kelulusan (STK) or permit has expired. What now?

A Surat Tawaran Kelulusan (STK) is valid for 1 year and is extended once, automatically, for 1 more year. After that, it lapses and you apply again. Only an expired permit can be reapplied for, and the reapplication comes with penalty charges.

Costs

What are the permit fees?

APAD charges fees for applications, approvals (including ubahsyarat and director changes) and vehicle licensing. Fees are set by APAD and may change. Dynamic Costa will confirm the current fees when reviewing your case.

Documents

What documents are needed for a new permit?

Three months of bank statements, active GPS on all existing lorries, and proof of parking (land title, LHDN-stamped rental agreement, or the owner’s title plus a permission letter). For permit A, add client delivery contracts. For permit C, add customer invoices or delivery orders.

What proof of financial capability is needed?

At least 30% of the vehicle price must be reflected in your latest 3 months of bank statements. Under APAD’s Panduan Dasar Pelesenan (SPAD-era guideline, still published on apad.gov.my), Sdn Bhd, Berhad and cooperative applicants need paid-up capital (modal berbayar) of at least RM250,000 for permit A or C, and at least RM500,000 for permit KA. Individuals and partnerships need no paid-up capital, only accumulated capital equal to 30% of the vehicle price.

What must be displayed in a licensed lorry?

The APAD permit, the PUSPAKOM disc and the road tax disc.

Timelines

How long does a new lorry permit take?

Typically 30 to 60 days, but this is not guaranteed. Timing is decided by APAD. If the application is rejected, you have to apply again.

How long does ubahsyarat take?

Typically 3 days to 2 weeks. Timing is decided by APAD and is not guaranteed.

Do I still need to visit the licensing counter?

Sometimes. Technical and documentation issues often need to be resolved in person.

PUSPAKOM

Do I need a PUSPAKOM inspection before applying for a goods vehicle permit?

Not to apply for a new permit (STK), but an inspection report is needed to license the vehicle.

What is the difference between Awalan and Berkala inspections?

The initial inspection (Awalan) is for newly purchased vehicles or ownership transfers. The routine inspection (Berkala) is every 6 months, with longer validity for brand-new vehicles in their early years.

How do I book PUSPAKOM?

Through GiCheck: enter the vehicle number, choose a branch and date, and pay. PUSPAKOM announces Saturday openings from time to time. Dynamic Costa is a PUSPAKOM Approved Representative (PAR), so you can hand your bookings to the Dynamic Costa team.

Rejections & penalties

Why was my permit application rejected?

Common reasons are no GPS on some vehicles, insufficient documents, or too much foreign equity among the directors.

Will unpaid summonses affect my lorry permit?

There is no automatic rule today, but treat it as a serious warning. In September 2026, JPJ said it would work with APAD to suspend the permits of companies with large numbers of unpaid summonses. Settle summonses early to protect your permits.

Can I operate while my permit is suspended?

No. Operating without a valid permit risks heavy summonses and enforcement action.
